The construction of the Kuantan breakwater was experiencing difficulties, and abnormal movements accompanied by multiple unit breakages appeared. ECERDC called on CLAS to assess the structure and then supervise the works.
Several months were required to finalize the expert assessment of the structure and to formally establish the causes of the defects. This major structure in Malaysia had to be delivered without reservations and certified as compliant with the contract and with good engineering practice.

The mission entrusted to CLAS
Establish the exhaustive list of damage,
Supervise the repairs,
Improve installation quality,
Achieve high production,
Prepare the works certification file.
ECERDC testimonial
I was very impressed by your team and by your ability to get to the heart of the problem as quickly as possible.
I confirm that CLAS worked for “ECERDC” – (East Coast Economic Region Development Council) on the Port of Kuantan extension project in Malaysia, involving the construction of a single-layer armor breakwater.
The breakwater is 4.7 km long and includes 55,000 ACCROPODE II™ units.
The armor layer of the Kuantan breakwater consisted of:
ACCROPODE II™ – 2 m³
ACCROPODE II™ – 4 m³
ACCROPODE II™ – 5 m³
I was also very impressed by the way you trained, guided, supervised, and improved the works carried out by the contractor (the IJM–CHEC JV).
The main missions of CLAS consisted of supervising the construction of the breakwater, controlling and improving the placement of rock armor and artificial units, in accordance with the Technical Information Document (TID) provided by CLI, as well as ensuring rigorous supervision and recommending quality for the final certification.
I would gladly recommend your services to others and would be willing to speak with anyone seeking a reference.
I hope to have the opportunity to call on your services again in the future.
ACCROPODE™ is a registered trademark owned by ARTELIA, which is in no way affiliated with CLAS. The independence of CLAS during this project was decisive in carrying out the expert assessments and certification procedures in a fully objective and impartial manner.
